Long-Term Residence Permit in Turkey

Long-term residence permits are regulated in Articles 42 to 45 of Law No. 6458 on Foreigners and International Protection. Long-term residence permits are also regulated in Articles 40 to 43 of the Regulation on the Implementation of the Law on Foreigners and International Protection.
Who are the Foreigners Eligible for Long-Term Residence Permits?

– Long-term residence permits may be issued by the governor’s offices, with the approval of the Ministry, to foreigners who have resided in Turkey for at least eight consecutive years with a residence permit or who meet the conditions determined by the Migration Policy Board.

– Refugees, conditional refugees, beneficiaries of subsidiary protection status, holders of humanitarian residence permits, and those granted temporary protection are not eligible for long-term residence permits.

For How Many Years Can a Long-Term Residence Permit Be Issued?

Long-term residence permits are issued indefinitely.

What are the conditions for a long-term residence permit?

In order for a long-term residence permit to be issued, foreigners must meet the conditions set out in Article 43 of the Law.

– Having lived in Turkey for at least eight consecutive years with a residence permit (In calculating the eight consecutive years, half of the student residence permit period specified in Article 38 of the Law is counted, while the entire duration of other residence permits is counted.),

– Not having received social assistance in the last three years,

– Have sufficient and regular income to support oneself and, if applicable, one’s family,

– Have valid health insurance,

– Not pose a threat to public order or public security (except for foreigners deemed appropriate by the Migration Policy Board).
What are the reasons for refusal, cancellation, or non-extension of a Long-Term Residence Permit?

– The foreigner poses a serious threat to public order or public safety,

– The foreigner has been outside Turkey for more than one year without interruption for reasons other than health, education, or compulsory public service in their country,

in which cases the long-term residence permit is canceled.
The cancellation of the long-term residence permit is carried out by the governor’s offices.
